Maricopa Community Colleges is seeking a dynamic and personable Small Business Development Analyst for the Arizona APEX Accelerator Program!

This opportunity provides one-on-one counseling, technical procurement assistance, and technical procurement training to Arizona

APEX Accelerator (AZ APEX) clients and the business community. The Center ensures that all of its clients receive the education and training necessary to participate in federal, state, and local government contracts, and the Analyst role is vital in connecting its clients to these valuable resources. The successful candidate should feel comfortable with establishing and maintaining relationships with stakeholder groups and clients, as well as possess the ability to research, analyze, and compile data for program reports and presentations.

Essential Functions

20% - Provides and evaluates individualized, confidential counseling, technical assistance and technical training, to clients and the business community. Provides information related to new contract start-ups, contract bidding, contract planning scheduling negotiations requirements, mistake in bid rules, bid protests rules, allowable cost, construction bonding, contract financing, material submittal, referrals and post award assistance

20% - Develops and manages a client caseload to include maintenance of computerized client information, client file documentation, preparation of various program reports regarding client counseling, client counseling and training, various outreach activities, and special projects

10% - Plans, coordinates and conducts technical and non-technical training seminars and workshops; participates with business economic development alliance and advocacy groups, in the presentation of trade data, conferences, award events, business training activities, various outreach initiatives, and special projects

10% - Maintains working relationships and partnerships with economic development entities, government agencies, financial entities, chambers of commerce and various business alliances and advocacy groups, in order to develop and promote economic development, including business expansion and growth

10% - Assists in the gathering of data and statistics to prepare program reports for externally funded programs, internal reports and plans, new grant proposal extensions and economic impact reports

10% - Researches and disseminates to clients and the business community, constantly changing and evolving federal, state and local

government procurement/purchasing initiatives, programs, policies, rules, regulations and laws

10% - Assists in the development and maintenance of the Arizona APEX's library and technical resources, by researching and recommending technical print references, technical computer/electronic references and software, and business magazines and publications

10% - Assists in the creation and/or revision of internal program forms and documents for various reporting requirements and statistical data collection purposes; assist clients and the business community in the preparation of business correspondence, cost and price proposals, contracts, performance schedules, negotiation documents and other technical contractual documents

Minimum Qualifications

Bachelor's degree from a regionally accredited institution in business administration or any field and two (2) years of small business ownership, business development, economic development or directly related experience

OR

Associates Degree from a regionally accredited institution and four (4) years of small business ownership, business development, economic development or directly related experience

OR

High School Diploma or GED and six (6) years of small business ownership, business development, economic development or directly related experience.

Desired Qualifications

A. Experience with federal and state certifications and registration processes

B. Experience in providing presentations to the small business community

C. Experience with small business technical assistance

D. Three (3) or more years of small business management and progressive procurement experience, in a govenment acquisition environment

E. Three (3) years providing outreach to small businesses; preparing and conducting workshops/seminars

F. Experience with Federal Acquisition Regulations (FAR) and other government regulations

G. Experience with client management database; interpreting and running reports

Special Working Conditions

Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving:

Will be required to travel throughout the state of Arizona and attend conference out of state. May be required to work evenings and weekends.

May be required to sit for a prolonged period of time; viewing a computer monitor.
